Sounds like it has been completely wiped - no program at all. Unless you know what you're doing it's going to take you an awfully long time to set it up from scratch.

No, not without you paying significant money, and even then you'd need to set the till up to talk to the back office software.
Bottom line... You have bought a machine that is well over ten years old and you're going to really struggle to achieve anything with it unless you get a dealer to program it for you.
Much better to cut your losses and get a decent EPoS system.
