You don't normally allow it in 'X', that way the normal key is an 'X' key, the managers key is the 'Z' key and the 'S' key is reserved for over-ride etc

You need to tell your CLERK that it is allowed to do X/Zreports.
1st go-to SP-123-CLERKS and check what your clerks REPORT SECURITY LEVEL is?
Then go-to SP-181-SECURITY REPORTS and go to the report you want to take and check that the level your clerk has is a YES.
Standard reports are Z-01 Financial, Z-06 Hourly and Z-41 PLU.
