I've compared your program to another SX7000 and none of the options are set incorrectly. I programmed the exact same system flags into mine and the receipt On/Off still worked fine.

I'm afraid I'm all out of answers on this one, all I can say is it doesn't appear to be programming related so it must be hardware but what the problem is I really don't know.
