Another head scratching question!
Wanted to program UP800 series now as Im bored with UP700's & ERA420's lol so got one toooooo cheap for my liking, everything is operational though except the touch screen. The LCD is fine but the touch screen is not, tried diagnostic programs in service mode but nothing, checked connections, appear to be in order, anyone had the same problem? ROM version 1.03b

Most likely the touch screen is actually faulty, but check the cable connection to the main board first.

Took it to bits and the ribbon cable appears to be in order at both ends,

In that case, the most likely is that the touch-panel has died. They do that with old age. Alternatively something on the main board has died. Either way, it's likely to be an expensive fix for a hobby machine.
