I have a set up sheet for a ccd-74 scanner, but it's basically the same settings with a few extras, which may just be for that particular scanner (never used one of those to be honest). The sheet you used is the correct one for the scanner you're using.
To set it up, do these settings in pgm2 mode:

2690 - . - X - 1 - X - 0000 - ST - TL to make sure online isn't set.

2690 - . - X - 2 - X - 8000 - ST - TL to set channel 8 (the front port) as the scanner port.

2690 - . - X - 3 - X - 0000 - ST - TL to make sure no channel is set for RS232 comms.

Then:

2691 - . - X - 1110 - TL to set the machine to match the scanner settings you have.

by plugging in the external power supply, the in cable socket sorts out the power from the till issues
it sounds like a mismatch in settings to me. try the baud rate first [2400 odd 8 1 are the most common settings for that scanner though i tend to make them more universal by setting 9600 none 8 1] never known 7 data bits being set - though as long as it matches the till i cant see a problem.
