Sam4 ER5200M - Eat In Tax

Now that I can connect PC with till on with the programming.....
I have inherited my current system/set-up. The business is mainly take-away food & drink, some hot & some cold, so many items already include VAT ( a cup of coffee for example). However sometimes people do sit in as we have limited seating.
Currently there is an 'Eat-In' button (which is a % Key 5 programed to 20%). But when this is used it seems to add 20% on to items that ALREADY include VAT.
I want to be able to enter PLU's at time of order, then press the 'Eat-In' button at the end. I want it to add VAT (20%) to items which don't already include VAT (e.g. sandwich) but not add anything more on to anything which does already have VAT programmed (e.g. cup coffee).
The price for the items (eat-in or take-away) are the same, it's just the VAT that needs to be charged extra.
Is this possible?
the only thing i can suggest is to ask the customer at the start "EAT IN OR TAKE AWAY?"
if its eat in, ring in all the none vat items first then sub total THEN THE EAT IN BUTTON followed by the items already containing the vat - not ideal but a work around

Thanks for your response but the way we operate in the cafe this isn't a workable method.
What is the official way how this till should be set up to deal with eat-in / takeaway tax (or price differential)?
they officially eat in OR they eat out
no machine can do both - its a training issue with regard to my previous reply
menu shift would work..
this would create a higher level of plu numbers ie tea eat in is plu 1 tea eat out would be 1001 you can then make the 1001 vatable.
