There was a FLAG called "enforce tax rate" as you suggested. I enabled this to true. Now when i create a new item it asks the tax rate for the item. So thankyou.

I also tried the bulk update it worked to enable to Maintain Stock flag.

Enforce tax rate stops you selling products that do not have a tax rate set against them, what you are looking for is 'prompt for tax rate' which will appear under autocreate not found PLU's if set to yes.
