Geller/Towa EX-300 E error

I recently bought this machine as faulty, and sure enough the description is acurate. The machine when in P does not respond to ANY function commands ( setting date, time etc) . It appears only the bottom keys 'beep' and if you try to, say put the date command in, the display doesnt change from a zero and when you press another four numbers after said command the machine beeps and an E comes up on the left side( the zero remains ).
On the other settings the keyboard doesnt seem to respond and after a random selection the machine went into a fit of printing and displayed a minus figure which filled the entire display. I dont know what it is printing as i can not get it to respond to the function to feed in new paper.

I have unsoldered one leg of the battery, and resoldered it , to see if that will reset the board. The battery voltage reads about 2 volts, insted of the 3.6volts printed on the side of it.
Could it be low battery voltage?
is the machine screwed up/scrap?
is there a place i can take it to in the west midlands to be repaired?

Im quite happy to try and repair it with advice, but im getting the feeling this isnt a simple case of pressing a few buttons and all is well- i think there is somthing seriously wrong with the main board??.

Sorry, but to add to the details about the fault, disconnecting and reconnecting the battery made no diffrence, ive left the power cable plugged in hoping it would recharge the battery on it off position. But on any other key position it appears only the bottom row of keys work- which beep when pressed, with exception the the large C key on the left which doesnt make any noise. All other keys do not seem to do anything.

If the machine was left unplugged for a long period the battery could be run down, but it sounds more like a main board problem.
If the battery is run down it should still operate on mains power after ram clear procedure.

The ram clear is power up with C key held down and keylock in P mode

Sounds like scrap to me though. It's a discontinued model and I doubt it would be worth cost of repair.
