te4500 plu key also department

hi i need to create a open plu key for b&b so i can manually enter the price,

also when i asign the department keys doesnt seem to print out on the z report,

eg pgm 3 1166 subtal department key 01 then i select the plu then key in 01 again then cash and subtotal
also tried add double 0's on the end no luck with that to.

what am i doing wrong
