How is it that no barcode is the same? What about online barcode generators? Yes, there are actual barcode generators! Are these things safe to use and sell with to a place like Walmart, for example?

You can use the online generators for fun, and maybe for personal use. But the codes have manufacturers identification on it, and should be registered. If you going to sell something to the masses, you dont want to just use any code, because it could replicate someone else's code. Example, say you use a code, and your product is say Real Seafood. Now, it could be your luck that Kotex have the same code for a feminine product. What would happen at the time the product is scanned and no one bothers to remove, and the scanning system allows a replicate code for different products with the same barcode? You can get sued. This is not a joke, it has happened.
